1. The Federal Board of Revenue has obtained financing from the World Bank towards
the earnings for acquiring employment of a reasonable consulting firm (“Consultant”) for
Association.
2. The Federal Board of Revenue now asks for capable consulting firms (“Consultants”)
to indicate their interest in providing the said Services.
Interested firms should
provide the data indicating that they have/ meet the required stuff
and knowledge to perform this task. In this regard, there are stipulated
principles, which have been mentioned in the Terms of Reference, which may be
downloaded from the website https://fbr.gov.pk/tenders. Forthcoming firms are
enabled to deliver materials/ news that would be specific to the recommended
services. The parameters for analyzing EOI acknowledgments are given below:
a. The firm should be a reported consulting company committed to planning and
design for Data Centers/ NOC/ Data Warehouse Centers/ Network Rooms/ DR
Sites actions for a minimum of five years.
b. The company should have a minimum of five years of occasion in the Data Center
& IT consultancy & design company as a vendor-neutral firm.
c. The firm must have documentarily verifiable knowledge of working at a
minimum of two Tier-3 certified Data Centers facilities and examination and
design of network architecture in the last five years.
d. The firm should have a trained team for the extent of work as interpreted in
the TOR. General areas are Authorized Internal Auditor (CTIA), Certified Data
Center Design Consultant,
Certified Data Center Specialist (CDCS) and Certified
Data Center Professional (CDCP), Certified Network Security Architecture (CCNA/
CCNP/ CCNE/ CNCDP) – equality reasonable, wherever acceptable (CVs and
specific nominations are not compelled at REOI stage).
3. The awareness of interested Consulting Firms is drawn to Section III, passages, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 [revised November 2017 and August 2018] (“Procurement Regulations”), establishing forth the World Bank’s policy on the confrontation of interest.
4. The Discussing Firm will be assigned in agreement with the Consultant’s
Capabilities Selection (CQS) method as set out in the World Bank’s “Procurement
Laws for IPF Borrowers” July 2016, amended November 2017, and August 2018.
5. Firm(s) may attribute with other firms to enhance their qualifications in the form of
a joint venture (JV)/ Association.
All the spouses in the JV shall be jointly and
severally responsible for the entire Contract if selected.
In the case of the joint venture/
the consortium, the details of such undertakings will be provided apiece for each member
as lead or related consultant and fees shall be made only into the established
report of JV.
6. A basic Information Session shall be held on 29th June, 022 at 1130 Hours to
familiarize the potential applicants onwitherms of Reference (available at
https://fbr.gov.pk/tenders) and the next procurement process. Eager
Consulting Firms may obtain the respective meeting link/ invite via composing an email
dealt with to the undersigned ([email protected]) between June 27, 2022, a, and June 28, 2022 (during regular business hours).
7. The Mood of Interest must be provided to the address below (in person or by
surface mail) not later than 1500 hours (Pakistan Standard Time) on 8th July 2022.
For moods sent electronically, Program Office will admit receipt of the
same via recovery email. In the scarcity of such confirmation/ ticket, please communicate
the talk given below.
